The sub-regional transportation mitigation programme, and how the development fee works.
Measure C and Measure J
Why the programme exists
In 1988 Contra Costa County residents adopted Measure C, a half-cent sales tax for transportation projects and programmes, which voters renewed in 2004 with Measure J.
Those measures require local jurisdictions to develop a programme of regional traffic mitigation fees, assessments or other mitigations, as appropriate, to fund regional and sub-regional transportation improvements.
In West County that programme is the Sub-Regional Transportation Mitigation Programme, administered by WCCTC on behalf of its member jurisdictions.
How it works

New development in the participating jurisdictions contributes toward the transportation capacity that the development will use.
