How decisions get made
Every funding decision is taken by the Board in a public meeting, on an agenda posted at least 72 hours beforehand, with the supporting papers attached.
The Technical Advisory Committee reviews proposals first and advises the Board.

- Agreement Joint Powers Agreement The agreement between Richmond, San Pablo, Hercules, Pinole, El Cerrito and Contra Costa County that creates the Commission and sets out what it may do.
- Agreement STMP Master Cooperative Agreement (2019) The signed agreement between the member jurisdictions and the Commission that governs how the mitigation fee is collected, held and spent.
