Our purpose
Who we are
WCCTC is one of four Regional Transportation Planning Committees in Contra Costa County. The Regional Transportation Planning Committees were created to manage the 1988 Measure C half-cent transportation sales tax projects and programs, and its extension, Measure J, approved by Contra Costa voters in 2004.
In addition to managing revenues from Measures C and J, WCCTC also administers the sub-regional transportation mitigation programme and leads planning for the West County sub-area on behalf of its member jurisdictions.
The Commission's nine members are the cities of El Cerrito, Hercules, Pinole, Richmond and San Pablo; the County of Contra Costa; and three transit operators — AC Transit, BART and WestCAT — as named in the Joint Powers Agreement.

Plan
We set the sub-regional transportation priorities for West County and carry them into the county-wide and regional plans.

Fund
We manage the West County share of Measure C and Measure J revenue and administer the development-fee programme.

Deliver
We run programmes that reach people directly — student passes, travel training, guaranteed rides home and secure bicycle parking.

Governed in public
The Board meets on the fourth Friday of the month, 8:30 a.m. to 10:30 a.m. The Technical Advisory Committee meets on the second Thursday, 1:30 p.m. to 3:30 p.m.
Agendas are posted at least 72 hours ahead of a regular meeting, as the Brown Act requires, and every agenda, packet and set of minutes stays available here afterwards.
