What we have done, what we know is still wrong, and how to tell us when something blocks you.

Our commitment
This website follows the Web Content Accessibility Guidelines 2.1 at Level AA — the standard the Department of Justice's Title II rule sets for state and local government web content. It is not yet a claim of full conformance: the known exceptions are listed below, and they are listed because a claim a disabled user cannot rely on is worth less than an honest one.
That is not a badge, and it is not a claim about every page. It describes what has been tested, and the scope is stated rather than implied: the seventeen hand-written pages, the seven forms and the case tracker have been checked for a single first-level heading and a sensible heading order, keyboard operation with a visible focus indicator, labelled images, and contrast measured against the pixels actually behind the text rather than assumed. The thirty converted documents have not had that check applied page by page. Three of them are named below as manually reviewed; the remaining documents have not been individually reviewed.
The test record is published in full, with dates, the pages covered, what passed, what failed and what was fixed.
It also means being straight about what is not done. The known issues below are real and current, and they are listed because a statement that claims everything is finished tells a disabled user nothing they can act on.

Headings
Every page now opens with a single first-level heading and steps down in order. The previous site's home page had none at all.

Every link, button and field shows a visible focus ring — a yellow outline inside a navy halo, so it reads on light and dark alike.

Text colour is measured against the pixels behind it, including over photography, rather than assumed.

A skip link, a main landmark and labelled navigation on every page, so a screen-reader user is not made to wade through the menu each time.

Text size and zoom
Tested, not assumed: text enlarges to 200% with nothing cut off, and every page reflows into a single column at 320 CSS pixels with no sideways scrolling. The A A A control in the bar above is an extra convenience, not the mechanism.

Documents
Twenty-seven of the thirty published documents are now web pages you can read, search and translate. Three are scans with no text layer; they are named below and available in another format on request.

Known issues
The following accessibility limitations are known.
Three documents are scans with no text layer. The Joint Powers Agreement, the 2019 STMP Master Cooperative Agreement and the 2015 bicycle rack guide are images of pages, so there is no web version to read. Contact the Commission to request another format.
Figures carried over from the original documents do not have individual written descriptions. There are 523 of them. Each carries alternative text saying what it is and which section and page it came from, and every one has a link to request a written description. That is a route, not a substitute — a corridor map carries information that its title does not. Figures in current plans, meeting papers and live programmes get written descriptions first; the historical archive keeps request-on-demand.
The original PDFs have not been remediated. They are linked as the authoritative record and they are as their authors published them. The web version is the accessible one. New documents will be tagged at source rather than remediated afterwards, which is the only way this stays fixed.
Document structure has not been fully reviewed. Headings, lists, tables and reading order may contain errors. Contact us if a document is difficult to use.
