Demolition and land clearing in Arizona come with a short list of requirements that decide your schedule before the first machine arrives. Here is the version worth reading before you put a date on a bid.
In Arizona a NESHAP notification is required for every demolition, even when there is no asbestos in the building. It must be filed at least 10 working days before work starts, so that lead time belongs in the schedule from day one.
Tucson and Pima County: Pima County Department of Environmental Quality, which handles it as a notification and activity permit. Phoenix and Maricopa County: Maricopa County Air Quality Department. Everywhere else in Arizona: ADEQ.
In Maricopa County a dust control permit is required for building demolition, and for any work that disturbs 0.10 acre or more of ground.
Arizona protects cacti (including saguaro), ocotillo, ironwood, palo verde and mesquite. Where protected plants will be destroyed, a Notice of Intent to Clear Land goes to the Arizona Department of Agriculture 20 to 60 days before clearing begins.
Moving a saguaro over four feet tall needs a permit, tag and seal.
Utilities have to be disconnected before demolition, and structures built before 1978 need an asbestos survey first. Both sit on the critical path.
